Peoria Complete Streets Master Plan

The Peoria Streetscape Master Plan Project encompasses 302-acres across 4 different districts with 28 street alignments. OJB’s planning process began with the formation of a project Steering Committee. This committee included representatives from the Mayor’s Office, the City Manager’s Office, Public Works, the City Engineer, and City Planning Department, the Parks Department, key Community Stakeholders and members of the design team - providing OJB with many moving collaborative parts for this project. Ultimately we were able to compile a Master Plan Book for the City of Peoria that addressed planning components for Complete Street design and implementation such as existing and proposed traffic circulation, parking and bike facilities, walkability and open space.  This final plan positions downtowns Peoria and the riverfront for growth and development. 

One of the primary challenge that the team faced in this project was addressing a combined sewer overflow problem. In peak precipitation events the city’s storm water often combines with sewage system and outflows into the Illinois River. The team followed strategic water planning guidelines to solve the sewer outflow issue. The renovation of Peoria’s downtown streets at their surface level provided an opportunity to retrofit the streets below ground so that they could collect, filter, store and infiltrate storm water within the city. This solution of Green Stormwater Infrastructure proved to be highly effective. By executing this all-in-one plan, the team was able to minimize the cost of the GSI for the city while also maximizing their effectiveness. 

The installation of Eco-Streets for the City not only solves a serious public health issue, it converts street ecology to function more like Mother Nature where plant uptake, evaporation and infiltration dispose of rainfall, while creating a healthy ecosystem on every block. 

This final Master Plan not only guides Peoria to become a more beautiful city and improve its efficiency, but also serves the population’s health and well-being with a more pedestrian friendly atmosphere.
